[ros-kernel] Explorer uncompilable on NT 4.0

"copy" does not support /y switch on Windows NT 4.0. Perhaps
it would be better to set it in the COPYCMD environment
variable, which would be ignored by NT and interpreted by
Win2k/WinXP?
