Its called CoLinux. http://www.colinux.org

You can run just about any version of Linux you want on top of Windows
with it. Currently there is a problem with getting it to work under
ReactOS due to a problem with the way Cygwin implements fork on top of
Win32. We really need to work with them to provide a better way to fork
and not depend on Cygwin or fix ReactOS.
