When installing inkscape 0.46 on french wine and on french ReactOS, there is a
difference of language:

Under wine, text is in french, when english under ReactOS.

Wine/French pictures says «Installation en cours    Veuillez patienter pendant
que Inkscape 0.46 est e train d'être installé.
Extraction: ...»

ReactOSEnglish version says: «Installing (in bold) Please wait whileInkskape
0.46 is being installed.
