[ros-translate] Translation-Tool and ReactOS-Architecture regarding to that

Translation-Tool and ReactOS-Architecture regarding to that!
I was thinking about writing an web-applikation to enable translating 
ReactOS for everybody. By planning that I looked through the structure 
of the kde-project and of course, ReactOS. By comparing the architecture 
related for translation of the two projects, I think the architecture of 
ReactOS is a bit "unlucky". Because the data is in my opinion not 
capsulated enough. In the .rc-files is not only the information for the 
different Strings in the different languages. There is also the 
information about the font, the dialog properties like position, size 
and style. In addition to that, there is not a special folder where all 
the .rc-files are stored.
In the kde-project, the data for translation is real capsulated from 
other things.
    * The standart/template files got the extension .pot and are stored 
in the directory [i]kde-i18n/templates/[/i]    
    * All the real language-files are stored in .po-files. This files 
are in the directories [i]kde-i18n/$LANG/messages/(package-name)/[/i]
A .pot/.po-file consists of a header and the content of the strings and 
where they belong to. This structure in the kde-project is very clear 
and easy to understand. this of course makes it easy to parse this files 
by a translation-programm. BTW: The translation-files of the 
AROS-OS-Project (http://www.aros.org/index.php) are similar to the 
KDE/Gnome ones. But also not in a special folder.
In the attachments, I've sended you examples of the different files of 
these projects.

My questions to you is:
1. Is there already a translation tool, like a web-application, planned? 
I didn't read something in the past mails (This was quite a hard thing 
to do - reading all the mails. I will make you an proposition of htis 
issue in an other mail...). What ever the case is, I could program 
something like that in march. A MySQL /PHP or Java application... (For 
german users: I alredy wrote a big thread about this proposal in the 
official forum: http://www.reactos.com/forum/viewtopic.php?t=101 )
2. Is it possible to change this structure of ReactOS to a better one 
similar to the kde/Gnome structure? This would have some great 
Aimprovements for the future. The translation of ReactOS will be more 
easy, and the programm code is better to understand. I know the project 
is already in a mature state. But simplifying the architecture is a 
step, which is better done as early as possible.
A big problem is of course the dependence with the wine-project. There 
is the same structure of the .rc-files. Perhaps we can convince them to 
change this too.
