The page ReactOS Core is a short article on something that should have a lot more information written on it.

The ReactOS Core consists of the executive (NTOSKRNL), the run time library (RTL), the native library (NTDLL), the HAL, kernel mode drivers (ACPI, NDIS, Storage, USB, Videoprt, etc.), certain services (umpnpmgr, EventLog, tcpsvcs, etc.)
The equivalent Windows component might be 'MinWin", which referred to the majority of the core OS before Windows Vista.
